Virtual Teams Engine (VTE) is an integrated system for managing projects and teams.
It is based on the building of probability communication structures and allows their identification in teams, companies, organizations, communities by using elements of intelligence built into the system.
This is realized through a platform-independent computer system created especially for the application of the concept of Virtual Team and Virtual Team Members in the fields of Project Management, Corporate Management and Institution Management.
The methodology used by the system is based on the Theory of Time, which allows the introduction of the unique functionality of the Virtual Teams Engine: it can do not only quantitative but also qualitative analysis of the information concerning a given project or team.
Thanks to this, the system is able to conduct an objective analysis of the project realization, accounting for each team member’s role and their influence on the development of the project at any given moment of its realization.
Thus, the fulfillment of the project is realized by the optimal scenario with minimum unpredicted eventualities and critical situations, which the system becomes aware of during their initial phase or even before their appearance by determining the probability of their occurrence.

The concept of Virtual Teams Engine (VTE) has been evolving last decade and become a tool to Structure Transfer of Technologies via Innovative Adaptive Infrastructures – a new Approach, developed by Boris Dichev (www.intechleader.com). On the basis of calculating the Communication Integrity Index (CIx) the Effective Social Capital (ESCAP) of a technology is evaluated, opening new horizon to define the new notion of ESCAP Driven Sustainable Developing Society.
As a universal approach and system, the VTE is used to describe and formalize the two key methods to apply Structured Transfer of Technology: Process-to-Project and Learning-by-Doing. Both methods are applied within new structured environment constructed by new type elements Intelligent Rooms, Project Management Divisions and Project Centers. These new type elements are used to "approximate the reality" and allow the VTE to be embedded in this physical reality adding a new dimension – the probability of events to happen.
This new dimension is the link to the dynamical description of continuously changing social environment by integrating it with new innovative structures: Innovative Adaptive Infrastructures.
The concept of Innovative Adaptive Infrastructure (IAI or merely Infrastructure) is based on the notion that there is an economic mechanism based on the Transfer of Innovations and Technologies that can transform already invested in fixed assets (FTA - industrial or private real estate and equipment) capital in significantly larger fixed intangible assets (FIA) with a powerful, evolving the business and the technologies potential. This economic mechanism occurs most strongly when fixed assets depreciate due to inadequate actions of their use or as a result of adverse market or fiscal processes. In this case, the depreciation of fixed assets becomes past costs for creation of FIA when these FTA are used in the process of transfer of technologies. The inclusion of these past costs in the investment for transfer of technology changes their meaning and they are recoverable. The value of the "rattletrap" tangible asset starts to recover, as appears a financial potential for their rehabilitation through proper Facility Management. This new mechanism is called Technological Valorization. It is applicable to new built or vacant land or even to rural regions as its use leads to a soaring rise in the value of fixed assets.
Initially the Innovative Adaptive Infrastructure forms on relatively small built or undeveloped land around a specialized building called Project Center. The Project Center can be newly built or to use an existing building and contains Intelligent Rooms (the rooms using VTE applications). Selecting the type of technologies for transfer through the Project Center, the scope of buildings and plots (not necessarily related to each other) gradually expands and they gradually transform and integrate into IAI through a special technical solutions (applied by Project Management Divisions) for redesign of buildings and sites which adapt them to the needs of one new special environment called "Project Environment".
A Company becomes to be considered as element of continuously implementing new technologies Project Environment. This new generalization allows all Products of VTE to become construction elements of larger objects where the virtualized Companies can interact with the Project Environment. This makes possible to develop and apply new, more effective methods for Project Management in general and for transfer of technologies.
